Two more people have been arrested related to a theft at London's Heathrow Airport in which 21 people sustained injuries by what is thought to be an irritant spray, according to law enforcement.

A man, 24, was taken into custody in Lambeth for suspected theft and assault and a woman, 23 was detained on suspicion of conspiracy to commit robbery. They both remain in custody, authorities confirmed.

These detentions follow an investigation into an assault at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Before the incident, a pair of female travelers were robbed of their suitcases upon exiting a parking garage elevator.

A toddler aged three was one of the injured during the incident. Five people were taken to the hospital for medical care and were later discharged.

Police arrested a 31-year-old man for suspected robbery and assault close to the scene. He has since been released pending further inquiries as the investigation proceeds.

Authorities were alerted at about 08:10 GMT after reports came in regarding several individuals hurt by a noxious substance believed to be pepper spray.

The assault - an event that authorities stated was a standalone incident and not being treated as an act of terror - caused delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 parking facility for a short time.
